The DDDA was established in 1997.

It's main functions was to continue to develop the original Custom House Docks Area (IFSC I); to develop IFSC II (east of Commons Street which runs along North Wall Quay and Lower Mayor Street), and to facilitate the development of the Docklands North Lotts area.

A further 4.8 hectares of land was redeveloped to provide IFSC II, which included 70,000 sq. m of new office space.

The merging with Spencer Dock and Grand Canal Dock (Silicon Docks) areas has increased the overall footprint to 40 hectares and accommodates over 184,000 sq. m of office space, as well as multiple hotels, bars and restaurants, a large residential development, retail, a crèche and the €100m National College of Ireland campus, which was opened in 2003.

The final part of the IFSC is east of Guild Street down to the Point Depot containing the Central Bank of Ireland head office.

This was further expanded in 2015 by Dublin City Council into a larger special economic zone to include the 22 hectares of North Lotts and Grand Canal Docks sites, taking in both financial and technology services.

Only the area within the North Wall part of the original IFSC includes IFSC as part of a postal address.
